The answer could be in at least two parts.

The person passing around chemical tobacco (Cigarettes) is just too lazy to collect the correct herbs. And/or

The person passing around chemical tobacco (Cigarettes) does not know or care about the correct etiquette and culture.

And/or

Does not have a connection to Head Clan Mothers that has her clan mothers picking cleaning and clearing the correct herbs (Kinnick-Kinnick).
